The speaker was Mrs. Catherine B. Mitchell, Latrobe, suspended chief clerk in the registration office. She made the charge in a speech before "Operation Crusade," the United Commission for Social Action, formed by church groups in Fayette, Westmoreland and Washington Counties.

Held for Court Mrs. Mitchell was suspended last July 31 and Judges Richard D. Laird and Edward G. Bauer turned her office over to Sheriff Howard "Bud" Thomas after she charged fraud in primary voting. Later she was held for court on charges of tampering with the records.

Yesterday Mrs. Mitchell told the Crusaders she had been in official bad graces ever since she dug out records indicating that Racketeer Dominick Anzalone of North Belle Vernon had voted, though an alien. Mrs. Mitchell said that for several years she informed District Attorney Alexander Sculco, his predecessor, Judge Bauer, and BRIEFING NEW HEART ASSN. OFFICIAL, Dr.
